An Israeli proposal for a permanent territorial settlement put forth in 2000 during the Camp David Summit, including Israeli annexation of 13 percent of the West Bank, in addition to a long-term lease of another 6 percent. The proposal was made by Israeli Prime Minister Ehud Barak to US President Bill Clinton.
