A speech given by US President George Bush before Congress on 6 March 1991, following the conclusion of Operation Desert Storm, better known as the First Gulf War. After discussing the successful outcome of the operation, Bush outlined four priorities for future Middle East policy, one of which is the promotion of Arab-Israeli negotiations with a view towards a "comprehensive peace" based on UNSC Resolutions 242 and 338 and "the principle of territory for peace". He further called for the establishment of a "new world order" based on justice, freedom and respect for human rights, and also addressed domestic policy. The speech is considered an important milestone in the process that led to the Madrid Conference in late 1991.
