PNC Repeals Palestinian National Charter Clause on the Destruction of Israel (1996)

A resolution adopted by the Palestinian National Council, the legislative body of the PLO, on 24 April 1996 in Gaza. The resolution purportedly amended the Palestinian National Charter by removing clauses contrary to the 1993 exchange of letters on mutual recognition between the PLO and Israel. The resolution did not cite specific clauses to be removed, delegating the task of presenting a new text for the charter to its legal committee. Due to the lack of clarity as to whether the Charter was in effect amended, on 22 January 1998 PNA Chairman Yasser Arafat sent a letter to US President Bill Clinton confirming the clauses that were removed, with the content of the letter subsequently adopted as part of the Wye River Memorandum.
