Biltmore Program (1942)

A program adopted at an “Extraordinary Zionist Conference” at the Biltmore Hotel, New York, NY, on 11 May 1942. Against the backdrop of the ongoing World War II and Holocaust, the program denounced the 1939 White Paper, in which Britain limited Jewish immigration to and purchase of lands in Palestine, quoting Winston Churchill in saying that the document constitutes “a breach and repudiation of the Balfour Declaration”. It also declared its commitment to the war effort, and asked for the opportunity to found a “Jewish Commonwealth” in the country.
