A plan proposed by Palestinian-Arab intellectual Ahmed Saleh Al-Khalidi in July 1934, by which Palestine would be converted into a confederation composed of a Jewish and Arab canton, superseding the Balfour Declaration. Jerusalem, Hebron, Safad, Nazareth and Bethlehem would be declared "neutral and holy" cities, with the latter two being attached to the Arab canton. Al-Khalidi proposed that Jewish immigration be conditioned on economic success in the fields of industry and agriculture. The proposal described the administrative structure of the future state and the relationship between the two cantons and their populations.
