A proposal put forth by Israel to the UN Conciliation Commission for Palestine in May 1949, according to which the Gaza Strip would be annexed to Israel and its residents (including refugees) given an Israeli citizenship, since it is not a viable economic unit on its own, and is remote from the centers of Egyptian economic activity.
