An informal draft for an Israeli-Palestinian permanent status agreement, prepared in October 1995 as a result of negotiations between Israeli minister Yossi Beilin and senior PLO official Mahmoud Abbas (Abu Mazen). These negotiations took place in the context of the Oslo Process, around the signing of the Israeli-Palestinian Interim Agreement, that was supposed to result in a final agreement within five years. The draft envisioned the establishment of a Palestinian state no later than May 1999, with mutual Israeli-Palestinian recognition of each state’s independence, sovereignty and territorial integrity. Israeli withdrawal from future Palestinian territories would be conducted in three stages, with Israel retaining residual forces in specified locations until 2007. Jerusalem would be expanded to include adjacent Palestinian villages and administered jointly by both sides, with autonomous sub-municipalities for each side. West Jerusalem (Yerushalayim) would be recognized as the Israeli capital, and East Jerusalem (Al-Quds) as the Palestinian capital. Palestinian refugees would receive compensation and implement their right of return in the Palestinian state. The draft was never officially published or adopted.
