Egyptian President Mubarak’s Ten-Point Plan (1989)
A ten-point initiative proposed by Egyptian President Hosni Mubarak on 11 September 1989. Made in response to the Israeli national unity government’s initiative of May 1989, Mubarak’s document laid the framework for Palestinian elections as the first step towards Israeli-Palestinian dialogue based on UN Security Council Resolutions 242 and 338. It was followed by US Secretary of State James Baker’s Five-Point Plan, submitted to both Israel and Egypt.
