A speech given by Chaim Weizmann, President of the World Zionist Organization, before the 20th Zionist Congress in Zurich, Switzerland, on 4 August 1937. Weizmann addressed the Arab Revolt and the Peel Report, criticizing the

Nonetheless, he suggested that the Zionist movement authorize negotiations based on the principle of <a class="tagLink" href="/issues/listIssues?tags=78">partition</a> set forth in the Peel Report, aiming at the creation of a Jewish-majority state on part of Palestine, which would enable the establishment of a Jewish society and a solution to the Jewish question.
