A memorandum submitted to the General Committee of the Conciliation Commission for Palestine by the Arab delegation to the Lausanne Conference on 18 May 1949. The memorandum contained nine measures for handling the issue of Palestinian refugees whose execution considered by the delegation necessary to promote negotiations, including partial repatriation and suspension of Israeli actions regarding absentee property.
