12th Arab League Summit in Fez - Plan for Palestinian Independence (1982)

A summit of the heads of Arab League countries, held in Fez, Morocco, on 6–9 September 1982. The summit adopted an eight-point plan demanding a complete Israeli withdrawal from all territories occupied during the 1967 Six Day War, including East Jerusalem, and the establishment of an independent Palestinian state under PLO leadership with Jerusalem as its capital, under the auspices of the UN Security Council. The Fez Plan is similar to another plan proposed in 1981 by Saudi Crown Prince Fahd.
