A plan proposed by Labor MK and retired colonel Omer Bar-Lev in 2013. The first phase of the plan called for a unilateral Israeli disengagement from 60 percent of the West Bank, including the resettlement of 35,000 Israelis, while maintaining Israeli control of the Jordan Valley and Palestinian airspace in order to ensure Israeli security interests. The second phase would include negotiations with the Palestinians on a permanent status agreement, including the following principles: a territorial settlement based on the 1967 lines with agreed territorial exchange, with Israel retaining the large settlement blocs; partition of Jerusalem along ethnic lines; freedom of worship and access to holy sites; and a solution to the issue of Palestinian refugees that would not include a return to Israeli territory.
