Baruch Spiegel is a senior advisor at ECF and an expert on security issues. He is a former special advisor for regional affairs to President Shimon Peres and former senior advisor to the Israeli Minister of Defense, dealing mainly with the effects of the security fence, determining security and humanitarian policy at crossings and passages, and examining the implementation of Israeli commitments regarding settlements, outposts, and checkpoints in the West Bank. 

In the IDF, General Spiegel served as the Head of the IDF Liaison Unit responsible for security relations between Israeli and Arab forces and for relations with peacekeeping forces. Spiegel also served as the deputy Coordinator of Government Activities in the Territories (COGAT) in the West Bank and Gaza.

In addition, he played a leading role in the negotiations and implementation of the Israel-Jordan Peace Accords.
