Wye River Memorandum (1998)

A memorandum signed by Israeli Prime Minister Benjamin Netanyahu and PLO Chairman Yasser Arafat on 23 October 1998 in Washington, DC. The memorandum had been negotiated at Wye River, MD, with the purpose of advancing the implementation of the 1995 Israeli-Palestinian Interim Agreement. The memorandum was approved by the Israeli Knesset on 17 November 1998 by a vote of 75 For, 19 Against. It specified two additional Israeli redeployments, with a third one to be discussed; actions by the Palestinians to prevent terrorist activities and incitement; measures to enhance security cooperation between the two sides; and a confirmation of the amendment of the Palestinian National Charter in 1996. Some of these issues were further addressed in the 1999 Sharm el-Sheikh Memorandum, signed the following year.
