Israel-Lebanon Understanding Concluding Operation Grapes of Wrath (1996)

A document produced by the United States reflecting informal understandings reached between Israel and Lebanon as to the conclusion of the 1996 Operation Grapes of Wrath. The understandings were never adopted officially by either side, nor did they mention Hezbollah, the target of the operation. The two countries agreed to refrain from cross-border attacks against civilians, the right to self-defense notwithstanding, with international monitoring. The United States also proposed to resume Israeli-Lebanese and Israeli-Syrian peace negotiations.
