Fayyad Plan (2009)

A working plan for the 13th Government of the Palestinian National Authority, headed by Salam Fayyad, published in August 2009. The purpose of the document was to create the institutional framework for Palestinian independence via state-building efforts, with the existence of a de facto state enabling a settlement with Israel that would lead to independence within two years. Among the main elements of the plan were: governmental and legal reforms, enhancing the separation of powers, reducing the size of the government and unifying the legal system; reduction of economic dependence on Israel and improvements to the transportation and energy infrastructure; improved housing and public services such as education.
